Emmanuel Mugisha

Uganda Country Program Director, PATH

Dr. Emmanuel Mugisha a public-health specialist with more than 25 years of experience in research, public-health program implementation, policy and project management. He serves as the liaison between the PATH office in Uganda and PATH headquarters to facilitate optimal functioning of projects being implemented in Uganda. He provides technical oversight to various long term and short term projects in their initiation, implementation, coordination, and monitoring. He develops site-appropriate systems to ensure communication among teams working on various projects. Coordinates closely with leadership of the other offices in the region to further develop PATH’s thinking about programming and new opportunities in the region. Provides guidance to staff on issues related to personnel policies, and ensures compliance with PATH HR policies and with the Uganda labor laws and practices. With support from HR, leads the recruitment of staff, orientation of new staff, including administrative aspects of new hires.  Establishes and maintains close working relationships with relevant offices of the Government of Uganda, with a focus on both technical and non-technical matters. Represent PATH on both technical and non-technical issues externally to relevant ministries, international agencies, collaborators, other NGOs, and the donor community in Uganda. Offers technical support to specific projects implemented through the Uganda office, and these currently include, but not limited to Advancing Contraceptive Options, Vaccines and immunizations,  HIV Self testing, Infectious Diseases Detection and Surveillance, Non communicable diseases, medical devices and tools etc. Emmanuel has served in various organizations in different capacities; he was a study coordinator for the first African HIV vaccine trial with the Joint Clinical Research Center (funded by NIH). Subsequently, he served as the senior national program officer for the second HIV vaccine trial funded by the International AIDS Vaccine Initiative (IAVI). Dr Mugisha holds a master of public health (MPH) from Johns Hopkins University (USA), and a Ph.D in health systems from University of South Africa (UNISA).
